Events & Community Development Officer

37 hpw Salary £23,398 – £25,951 depending on experience
You will be responsible for organising an events programme, developing our new community venue, enhancing the market and high street, promoting the work of the Town Council and raising the profile of the Oakengates area

**Purpose**
-To develop and promote Oakengates and surrounding area, including the community venue, market high street and local businesses.
-To organise community events and activities to benefit the local community.
-To positively promote the work of the Town Council and work closely with residents, businesses, community groups and volunteers to improve the local area and sustain these services.

Salary
NJC LC2 SCP 26-29 (£23,398 – £25,951)

**Hours of Work**
37 hours per week
-Town Council office is open Monday – Friday 9am – 5pm
-Community Venue is open 9am – 5pm and during the evening and weekend when required
-Market is open Saturday from 9am
-Some evening and weekend may be required for the needs of the Town Council
-In the event of staff sickness and annual leave the postholder may be required to work additional hours to ensure the smooth running of the Town Council

**Job Description**

**Events**

-Organise and deliver an annual calendar of community events for the Town Council.
-Undertake health & safety, risk assessments and action plans for all community events organised on behalf of the Town Council .
-Promotion and marketing of all community events.
-Monitor events budget ensure value for money at all times
-Organising fundraising events to raise money for the Mayors Annual Charity.
-Initiate and deliver community events and activities in partnership with other local community groups and partner agencies.
-Form links with other community organisations to promote events throughout Oakengates and surrounding area.

**Community Venue**

-Set up and maintain a community venue room booking system.
Ensure excellent customer service for all user of the community venue.
-Work with the Property & Asset Officer to ensure the community venue is set up correctly for centre users.
-Ensure all community venue booking forms are completed correctly and venue user adhere to the terms and conditions of the booking.
-Ensure practices and procedures are in place for the safe use of the community venue.
-Actively promote and market the community venue to ensure maximum use of the venue and increased income.
-Administer the joint building user group meetings and positively promote join working within the community venue.
-Maintain accounts, invoices and debts list for room bookings at the community venue.
-Form links with outside voluntary and community groups to establish joint working on activities and courses run from the community venue.
-Ensure community information is kept up to date and readily available to the local community.
-Be a trainer First Aider and Fire Warden for the community venue.

**Market**

-Liaising with market stallholders to establish a positive working relationship.
-Ensuring market stallholders have appropriate insurance H&S and food hygiene certificates.
-Actively promote and advertise the market and market traders.
-Develop an action plan to expand the market in Oakengates.
-Organising pop up, artisan and specialist markets throughout the year.

**High Street**

-Develop and strengthen links with retailers and business in Oakengates.
-Positively promote and market Oakengates Town Centre and the businesses within it.
-Assist local traders in finding grants, funding and support to develop and sustain their business.
-Actively seek and attract new businesses to the High Street.
-Assist the Town Clerk to work with local and national business support organisations to develop Oakengates Town Centre.
-Assist the Town Clerk to develop a High Street Improvement Programme for Oakengates.
-Assist the Town Clerk to develop and promote an Oakengates Business Board to encourage joint working throughout business in Oakengates.
-Assist the Town Clerk to identify funding and write external funding applications for projects to enhance Oakengates Town Centre.

**Website/Social Media**

-Develop and update Oakengates Town Council website.
-Develop and update Oakengates Town Council social media accounts.
-Actively and positively promote the work of Oakengates Town Council through the local press and social media.

**Person Specification**

Essential

-Experience of organising and promoting events
-Experience of community venue management
-Experience of working with local business and the community
-Good standard of literacy and numeracy
-Able to use Microsoft office
-Able to use maintain an up to date website and social media accounts
-Able to work flexibly including weekends and evenings

Desirable

-Understanding of invoicing and income monitoring
-Experience of working with business support providers
-Experience of running a market
-Experience of H&S working practice & procedures
-Experience of successful grant applications

**Security**

To be a key holder for the building and to open and close the community venue including out of hours functions, maintenance and emergency services as required.

**Training**

-To attend and undertake any training for the needs of the job.
-To attend regular meetings with line manager.
-To represent the Town Council at meeting appropriate to the job.
-To attend meetings of the Town Council as and when required.

**Health & Safety**

-Observe and comply with H&S Regulations applicable to the job.
-To ensure appropriate H&S inspections and checks as carried out in accordance with HSE guidelines.
-To ensure correct working practices of contractors in accordance with HSE guidelines.
-To be Fire Warden for the community venue.
-To be Fire Aider for the community venue.

**General**

-To undertake any tasks, duties and responsibilities as directed and appropriate to the grade and role of the post subject to any reasonable adjustments under the Equality Act 2010.
-To identify opportunities for efficiencies and improvements in the running of the community venue.
-To identify opportunities for marketing and promoting the community venue and participate in activities to promote and facilitate use by the local community.
-To act in accordance with the Town Council’s Standing Orders, Financial Regulations and Code of Conduct and to comply with and support all Town Council policies including Equal Opportunities, Data Protection, Freedom of Information and other relevant legislation.
-The post is eligible to become a member of the Shropshire County Pension Scheme.
