Have the same issue on the nettlefolds estate in hadley, often see foxes around the bin storage areas. Mainly because some residents don’t understand the concept of a wheelie bin with a lid on the top!!
Before they built all of those (unwanted) houses in Ketley…….on the old park we used to regularly see families of foxes in the summer evenings on the way back from the Lion, so I guess they were there first and it’s the other wildlife that has stepped into their space.
Why would you call them a pest? Or ask the question?

Seeing a fox should make us realise we share the town with wildlife and learn to deal with rubbish responsibly?
