Rogue landlord ordered to pay almost £20,000

A landlord has been ordered to pay more than £19,000 after failing to secure a damaged building in Donnington and leaving tenants at risk.

The case against TF2 Investments Ltd and its sole director, Jagroop Singh Moore, was successfully brought by Telford & Wrekin Council.

The property on the Parade in Donnington was the subject of notices served by the Council in 2023 under the Housing Act 2004 and the Environmental Protection Act 1990.

The main doors of the building had been smashed, allowing anyone to access the property and putting tenants’ safety at risk.

The notices demanded that the building entrance be secured, but the owner failed to comply. As a result, the Council carried out the work itself, securing the doors for tenants and clearing waste from the communal areas.

The Council then pursued a prosecution against the company and Mr Singh Moore.

Guilty pleas were submitted on their behalf and the case was heard for sentencing at Kidderminster Magistrates’ Court on 29 September.

While the judge accepted that TF2 Investments Ltd was no longer trading and had no assets, a fine was still imposed. Mr Singh Moore, however, was personally hit with a £4,000 fine.

He was also ordered to pay all prosecution costs, compensation for the full cost of repairing the door, and a £1,600 victim surcharge. This made a total of £19,277.40 that Mr Singh Moore must pay.

Councillor Richard Overton, Telford & Wrekin Council’s Deputy Leader and Cabinet Member for Highways, Housing and Enforcement, welcomed the decision.

He said: “Our priority is to ensure residents feel safe in their homes, which is why we acted swiftly to secure the building and replace the damaged door.

“The owner’s lack of care and responsibility couldn’t be overlooked, and we’re pleased with the court’s decision. It also means we can recover our costs, protecting taxpayers from footing the bill.”
