Wellington man jailed for outraging public decency

Richard Davies, 43, of King Street, appeared before Telford Magistrates’ Court on Monday, 23 February, following an incident that took place last week.

The court heard that on 19 February 2026, Davies was caught masturbating in a public area within Telford. He was charged with an act of outraging public decency, an offence contrary to common law.

During the first hearing, Davies entered a guilty plea, which was taken into account by the magistrates during sentencing. However, the bench determined that the severity of the act, combined with the defendant’s history, necessitated an immediate custodial sentence.

The court record stated that the offences were “so serious that only a custodial sentence can be justified.” Reasons provided for the nine-month jail term included Davies’ “flagrant disregard for court orders” and a “flagrant disregard for people and their property.”

No order for costs was made during the hearing.
