Time running out to comment on HMO changes
Residents across Telford and Wrekin are being urged to share their views on new planning and licensing rules designed to improve the standards of shared housing.
The council is looking to introduce an Article 4 Direction and additional licensing to help manage Houses in Multiple Occupation (HMOs). Under current rules, only HMOs with five or more people require a license, and those with six people or fewer often don’t need planning permission.
The proposed Article 4 Direction would change this, requiring landlords to seek planning permission for any new HMO in the borough, regardless of its size. This would give the council more oversight on how these properties impact local services and the wider community.
While the planning changes would only apply to new developments, the proposed additional licensing would cover both existing and new HMOs. This would lead to inspections for safety hazards and require landlords to actively manage issues like anti-social behaviour.
The consultation is split into two deadlines. Comments on the Article 4 Direction must be submitted by Tuesday 10 February. The consultation regarding additional licensing remains open until Wednesday 11 March.
Two drop-in sessions have been scheduled for those wanting to discuss the licensing proposals. The first takes place at Ketley Community Centre on Friday 20 February from 5pm to 7pm, followed by a session at Meeting Point House on Thursday 5 March from 5pm to 7pm.
Councillor Richard Overton, Deputy Leader and Cabinet Member for Highways, Housing and Enforcement, said: “We are committed to ensuring that homes within the HMO sector are safe, well managed, and maintained to appropriate standards.”
He added: “The consultation is open for a limited period, and this is a pivotal stage at which we are seeking the views of our communities. Nothing has been predetermined. We are inviting residents, landlords, and community organisations to provide their feedback so that together we can develop a fair, transparent, and well‑informed approach.”
